Rospatent took part in the 15th IP BRICS Heads of Intellectual Property Offices Meeting
On October 17, 2023, the 15th IP BRICS Heads of Intellectual Property Offices Meeting (HIPO) was held via videoconference. The meeting was chaired by Adv. Rory Voller, Commissioner of the Companies and Intellectual Property Commission (South Africa).
During the meeting Mr. Yury Zubov, Head of Rospatent, presented the Office’s work on improving the legislation: from June 29, 2023 individuals have the opportunity to register a trademark in their own name, from the beginning of 2023 Russian applicants are able to protect their regional brands abroad under the Lisbon system of international registration of appellations of origin and geographical indications.
The efforts on improving the Russian intellectual property ecosystem were presented in the light of achieving the UN Sustainable Development Goals.
During the event, the delegations of the IP Offices of Brazil, Russia, India, China and South Africa discussed the results of the joint projects implementation and approved the following documents:

the report of the Office of Brazil on conducting a study on patent application filings containing 3D images;

the report of the Office of South Africa on conducting a study on “Women and Intellectual Property in the SMME Sector”;
-
a list of future projects on the Trademarks and Industrial Designs Cooperation Streams.

The meeting resulted in the approval of Rospatent's project proposal to develop guidelines on IP systems for each of the BRICS countries, with the business community as the main target audience. The project is planned to be implemented in 2024. The guidelines are expected to be of a practical nature and to raise awareness on IP both among business representatives and other users of national IP systems.
The IP Offices agreed to implement the following projects and initiatives in the future:

project “The Use of AI for Examination of Patents” proposed by the Office of Brazil;

project “BRICS IP Horizons: Unleashing the Potential of a Decade's IP Multilateral Collaboration” proposed by the Office of India;
-
workplan to strengthen the dissemination of outcomes of IP BRICS cooperation prepared by the Office of China.
At the suggestion of China, the IP Offices agreed to include ICT and Digital Transformation Workshop in the calendar of annual events. The relevant amendments were made to the Operational Guideline Framework for IP BRICS Cooperation.
In conclusion, Mr. Yury Zubov informed the BRICS partners about the main priorities and tasks within the framework of Russia's BRICS Chairmanship in 2024 and announced the next 16th IP BRICS HIPO meeting to be held in person in Saransk (Republic of Mordovia).
