Regional Cooperation
Regional cooperation of Rospatent was conducted across a wide range of areas. The year 2019 was marked by a number of significant achievements in the development of regional IP protection systems in the Eurasian region. On September 9, 2019, in Nur-Sultan (Republic of Kazakhstan), following a diplomatic conference, the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention of September 9, 1994 (Industrial Design Protocol) was adopted. The Industrial Design Protocol aims to create a regional system of the legal protection of industrial designs. With regard to the CIS and the EAEU framework, work continued on improving the regulatory framework for cooperation in the field of intellectual property, as well as on developing the CISPATENT project.
Traditional and new joint projects were implemented with the European Patent Office and the European Union Intellectual Property Office. The regulatory framework for cooperation with European partners has been updated: new areas of joint activities have been included, including an exchange of experience in the examination of inventions in the field of artificial intelligence (AI), as well as the use of new technologies in the activities of patent offices.
Within the framework of the Eastern Economic Forum under APEC, a joint initiative aimed at small and medium-sized enterprises was carried out.
Enhanced collaboration between the BRICS countries continued, the scope of cooperation expanded to the fields of trademarks and industrial designs.
Rospatent continued improving bilateral cooperation with the intellectual property offices of almost all regions of the world. In 2019, Memorandums of Cooperation were signed with a number of offices, joint initiatives and internships were held. Rospatent exchanged experience with foreign intellectual property offices on current challenges of legal regulation and examination.
